Welcome to the Ministry of Sports Development and Sport Development Commission Cross
River State
website. As we drive the mandate of His Excellency The Executive Governor of Cross River State
Senator Prince Bassey Otu, the development and deployment of this website alongside the Cross
River State Ministry of Sports Development Management and Administration Automation System
(CRS.MSDMAAS) portal are part of our strategy to develop sports in the state through a total
quality control management standard in line with ISO 9001:2015.
Our Vision: To passionately drive sports development to limitless frontiers
that will see us deliver products and services at global level.
Our Mission: To discover, train and nurture young and talented youths in sports
skills with
emphasis on local content in partnership and collaboration with other MDAs and relevant private
sector sports business development stakeholders to generate revenue for the realization and
sustainability of sports development initiatives in Cross River State.

Otu is very committed and passionate to sports development in the state. Hence, he has mandated
us to collaborate and partner with other MDAs and relevant private sector sports business
development entities for efficient and effective development of sports with emphasis on local
content.
2024 Objectives and Strategies.
OBJECTIVE 1. To generate revenue for sustainability of sports development
initiatives in the
state through partnership with private sector sports business development entities.
STRATEGY 1: Partner with private sector sports business development entities on
PPP model in
various aspects of sports development to generate revenue for sports development in the state.
OBJECTIVE 2. To Develop, endorse and implement the Cross River State Sports
Development Policy (CRS.SDP) in line with ISO 20183:2015 standards.
STRATEGY 2. Identify all key processes in the Ministry of Sports Development
Cross River State
and document them with focus on their; Policy Statements, Aims and Procedures in line with ISO
20183:2015 standards.This will be endorsed by the appropriate stakeholders as the working policy
for sport development in the state and it will be communicated across the state.
OBJECTIVE 3. To develop infrastructures and upgrade/recover facilities.
STRATEGY 3. To Renovate all the stadia; redesign, complete, equip and
commercialize the 5-floor
story building at U. J. Esuene Stadium; recover, renovate and commercialize the swimming pool;
Build an athletes house behind the 5-floor story building at U. J. Esuene Stadium.
OBJECTIVE 4. To participate in state, national and international sporting
activities for the fiscal year 2024.
STRATEGY 4: (To expose develop talents by participating in state, national and
international sporting activities)
OBJECTIVE 5. Development and implementation of grass root sports (LGAs/Schools
Talent Discovery).
STRATEGY 5. To set up a grassroots talent hunt and development unit in the MSD
to supervise
activities of Talent Hunt and Development Partners of the Ministry; to develop a talent hunt and
management portal in partnership with an IT/Automation company; to organize Sports Talents
Festival quarterly every year at zonal and state levels; to partner with talents development
private organizations to commercialize the discovered talents.
OBJECTIVE 6. Development and implementation of old and new sports (Obudu
Mountain Race, City Walk, Inter-school games, Veterans Sports, E-Sports etc).
STRATEGY 6. To partner with sports business development entities to develop new
and old sports in Cross River State.
OBJECTIVE 7. To develop a monitoring and evaluation framework for the Ministry
of Sports Development Cross River State.
STRATEGY 7. To set up a monitoring and evaluation unit in the ministry with
members from all
departments and units directly or indirectly involve with the activities of the Ministry of
Sports Development Cross River State.
